Water lives in every corner of the city, in legends, in the historical heritages, in the folk custom, in the traditions, in the food and cooking, and in the everyday life of the local people. It has transcended far beyond being a physical existence and become the spiritual identity of the city. Yangzhou Biodiverse and Sci-Tech City (hereinafter also referred as Yangzhou BSTC), surrounded by water, is the future geographic center and the ecological spine inside the new space frame of Yangzhou. It is the area that best represents the evolution of Yangzhou from an ancient waterside village to today’s modern “Water-Bank-Green-City”. Following the principle of “realizing sustainable urban development to create more livable cities” proposed on the Central Urban Work Conference, the insightful leadership of Yangzhou BSTC has taken water as the key element for the local urban development and the unique coexistence of city and water as the foundation for developing the local water culture. Therefore, creating waterfront space becomes the premier focus of the planning of Yangzhou BSTC. The Master Plan for Yangzhou Biodiverse and Sci-Tech City compiled in 2015 states that a 48km ecological circle, the LOOP, will be created to provide space and infrastructure for flood control, ecological environment, landscape, leisure and entertainment, etc. and to encourage the transformation of current restricted space due to flood control and eco-environment into the strengths for positive space development. The core segment on the LOOP is the target for this competition, which sits on the east boundary of Yangzhou BSTC, facing Jiangdu District across the river. It is expected to become the name card of Yangzhou Biodiverse and Sci-Tech City in the future. The Mangdao River West Bank Young Designers’ Creative Competition will kick-start the first year of the Thirteenth Five-year Plan of Yangzhou Municipality to realize sustainable urban development for a livable city. The goal of the competition is to solicit creative design concepts and schemes that challenge the conventional planning mindset and diversify the possibilities for the development. In addition, the social influence and interest created through the competition will also earn the west bank of Mangdao River widespread fame as a signature piece of Yangzhou’s urban development. Both individual and group candidates are welcome. There is no limit on the number of people in one candidate group. The theme is “Eight-kilometer Fun Bank”. The total length of the target riverbank is around 8km, which will become the core segment on the LOOP, the 48-kilometer ecological circle. The goal is to develop this area into a model preserving Yangzhou’s water culture as well as to create the modern classic urban water environment in China comparable to the River Gauche in Paris through creative waterfront space design.  “Fun” means to enhance the attractiveness of the urban waterfront space with innovative design. Creative design is encouraged to interpret the modern waterside space in Yangzhou with new thoughts and ideas. The scheme can be an entire design concept for the whole area as well as a focused design for a smaller area. Proposals of possible urban activities and exhibitions are also welcome. <hr /> <img data-s="300,640" data-type="jpeg" src="http://img02.store.sogou.com/net/a/05/link?appid=100520091&url=http://mmbiz.qpic.cn/mmbiz/6sgdpe0MkOYZ7UZ0j5jNMPtGKsBg6K7gLJYXQAAkrZic0rN6AGQNJPz7ibgSwn0puJL09Gk52KmLkaYQEm3fontA/0?wx_fmt=jpeg" data-ratio="0.12589928057553956" data-w="" />竞赛原则 Awards Setting 创意优先——以创意为核心，拒绝抄袭和模仿 绿色可持续——水岸敏感地带生态保护和低冲击设计结合 以人为本——以人的感知、使用、体验为第一要务 Innovation: Being creative and original; Green and Sustainability: Combining the low-impact design with solutions to protect the vulnerable eco-environment alongside the river bank; People-oriented: Emphasizing the perception, use and experience of people. <hr /> <img data-s="300,640" data-type="jpeg" src="http://img02.store.sogou.com/net/a/05/link?appid=100520091&url=http://mmbiz.qpic.cn/mmbiz/6sgdpe0MkOYZ7UZ0j5jNMPtGKsBg6K7grJKcFTT5O7qXsrX5fXT1YlLWgQet9D8srgNrT11Ju0ld7yRdtVl81A/0?wx_fmt=jpeg" data-ratio="0.12589928057553956" data-w="" />竞赛内容 Content 竞赛不追求传统城市规划宏观的叙事方式，希望以一种新的视角鼓励开放和创新，通过见微知著、四两拨千斤式的方式，提出设计概念或方案。 我们鼓励多元的创造性思维和多领域融合的综合解决方案。竞赛内容既可以是一种整体的设计概念、城市设计或景观设计，也可以是一个微观的设计提案，如具体节点的场所设计、艺术装置设计…竞赛方案建议从以下一个或几个方向发展： 沿岸慢行系统的概念和设计方案芒稻河边各种滨水空间如宝石般散落在沿岸，需要一条有活力的慢行带将他们串联起来。因此，可充分利用现状堤顶路，通过巧妙改造将之打造为纽约高线公园那样的带状步行公园。同时需要考虑步行网络、滨水休憩步道、自行车道、水岸平台等要素的布局和设计。 特色区段创意性设计8公里的西岸线每段都有各自的特色和亮点。可以选择其中一个或多个区段进行创意设计。具体每个区段现状情况和设计价值点见下章节“分段介绍”。 局部滨水区段城市设计在新城整体天际线背景下，重点考虑芒稻河滨水第一界面的打造。可选取一段沿河区域进行城市设计，通过建筑群体塑造标识性滨水风貌。 生态基础设施设计芒稻河西岸线本身就是一条水敏性高的生态走廊，方案可以从岸线空间本身为切入点，设计出充分结合雨洪基础设施和城市公共活动的弹性蓝图， 打造如美国纽约BIG U那样让脆弱城市低洼带充满活力的多元栖息地。设计中不仅要提出抵御洪水策略，更要作为滨水开放空间场所营造入手，提升了社会与环境的效益。 工业岸线复兴/船厂改造设计芒稻河西岸近三分之一为工业岸线，原有大大小小的船厂、砂场等。随着城市发展要求这些厂逐渐迁走，现状仍保留2-3个船厂。方案可从保留城市工业记忆入手，提出对原工业岸线/建筑、构筑物新的功能安排和改造方案。 水乡村落创意再生根据规划，芒稻河沿岸一些村落将搬迁。作为典型扬州水乡的村落肌理是拆、是留、抑或通过改造焕发新的活力，可作为竞赛方案的关注点。建议从功能、空间等方面针对西岸现有的村落提出创意性的再生策略和设计。 重要节点景观／场地设计自由选取鱼道、桥下空间等设计兴趣点进行详细的景观／场地，用针灸的方式，以有趣的设计小尺度局部介入，激发整体岸线活力。 城市活动策划竞赛内容可以是日常创意性活动安排，如纽约夏季街道，创意集市，也可以是周期性的城市公共事件策划，如每年举办的“磨房深圳百公里徒步”。活动策划建议与运动、旅游等进行创意性结合。 文化/艺术展览提案提案可以是对芒稻河西岸文化/艺术展览的策划，也可以是活动和展览场地的空间设计。通过艺术注入和文化品牌打造，让未来的芒稻河西岸成为巴黎左岸般的文化新标地。 城市公共艺术品/装置设计可针对芒稻河西岸的特质设计代表性的城市公共艺术品或艺术装置，并指明落地点，可以是单个艺术品/装置，也可以是一系列艺术品/装置。鼓励艺术与设计的跨界合作。 其他节点、场所、系统创意性设计自由选取有兴趣的特色系统、节点、场所进行设计。如：城市标识系统、建筑小品/构筑物设计、智能岸线、开放空间海绵设计等等。 *以上内容作为竞赛方案方向供参赛者选择。可选择其中一个方向或几个方向组合，是建议性而非强制要求，且不局限于此，一切创意性的方案均被鼓励。 The competition encourages candidates to develop their designs from a fresh, open and creative perspective instead of in the traditional ways of building master plans. Focused design concepts and schemes for small-scale space or articles which could exert influence on the entire area (the leverage methodology) are more than welcome. We expect diversification and crossover solutions. The scheme submitted can be a design concept or urban/landscape design for the entire target area. Focused design proposals for a specific topic (e.g. space design for a specific node, art installations, etc.) are also encouraged. The organizers have the right to the use of winning schemes without extra charge after the bonus is granted to the winners. The winners are not allowed to submit the schemes to other competitions or use them in other projects. 4) The bonus mentioned above is the pre-tax amount. 5) The intellectual properties of all technical documents (texts, drawings, electronic data, etc.) provided by the organizers is protected.
