16px;">反观加拿大东部的蒙特利尔，面对极寒天气却毫不费力。蒙特利尔的冬天可达零下三四十度，我在那第一次见到油罐车一样体积庞大的专业扫雪车。市政府会聘临时工给人行道撒盐以便加快融雪。雪刚下，就有专业公司路面作业，使主路保持干燥。人们也像往常一样骑车、走路、乘地铁上下班，秩序井然。店家和房主们小心翼翼地清除门前雪，以免被摔倒的路人投诉。一整个冬天，整座城市的人行道上都混杂着深灰色的煤渣和盐粒，在温暖的春天来临前，它们将被彻底扫除。</span></section><section 16px;">TOD的形式可以是单体建筑，也可能是建筑群甚至多个街区。论其规模，以站点为圆心、半径500米范围内含有住宅、零售空间和办公室的混合功能集群，最适用于城市环境，这个模式被证明同样适用于城市边缘和郊区。</span></section><section style="margin-right: 8px;margin-left: 8px;"><span style="font-size: 16px;">最典型、效果最好的TOD模式有三个关键：（1）由一个公共交通节点锚定；（2）进出主要靠步行或自行车骑行；（3）有足够的密度和多功能支持。缺少其中任何一个条件（比如太多人通勤不得不靠开车，土地功能单一，开发密度不够高）都会影响TOD的效率。</span></section><section style="margin-right: 8px;margin-left: 16px;">人们对TOD模式理解有误，造成投资过于分散，高密度开发遍地都是。根据世界银行的研究报告，只有大约15%的城市交通站点及其周边能够支持超高密度开发。所以城市要事先考察土地需求以及供应的影响。影响土地需求的因素有：①车站周边当前和未来的工作岗位数；②30分钟内可通过公交到达的工作岗位数；③当前和未来的住房密度。影响土地供应的因素包括：①可开发土地总量，②分区政策的可能变化；③市场活力。</span></section><section style="margin-right: 8px;margin-left: 8px;"><span style="font-size: 16px;"> </span></section><section style="margin-right: 8px;margin-left: 8px;"><span style="font-size: 16px;">还要用对方法选出最适合实施TOD策略的站点，以便在工作岗位、住房供应和公共设施之间取得平衡。《TOD的戏剧性及其主使》（</span><span style="font-size: 15px;"><em>The Transit-oriented Development Drama and Its Actors</em></span><span style="font-size: 16px;">TOD政策并不是孤立的，它与住房战略、社区营造彼此成就。《TOD的戏剧性及其主使》一书中指出，车站附近地区的规划难做，因为一些目标是矛盾的。比如“流通”与“场所感”之间，一方面作为交通节点，要能让人快速顺利地进出、通行，同时又要蓄积人气，让人能光顾附近的商店和生意，使用公共设施。所以人在此停留多长时间就成了平衡的关键。另一项不得不慎重处理的矛盾，是住房供应上需要兼顾公平与效率。很多城市都意识到在就业中心附近为不同收入和家庭结构的人提供住房的重要性，但做起来并不容易，需要对的政策（比如以多元化、公平住房为导向的规划）以及投资方面的努力</span><span
