exporting firms）。这些公司并非面向当地市场，大多是提供金融、法律、财务等服务，其员工更容易从通勤的工作方式迅速切换到居家办公。在伦敦，高技能输出型公司的比例高达76%，而市中心工作通勤人数在政府宣布禁闭前就已经明显下降了43%。通过对比市中心工作通勤人数减少幅度和城市中高技能输出公司占比，报告印证了这个变量在英国城市间存在着明显正相关（图3）。</span></section><section 16px;">虽然经济繁荣的城市有更多的工作者可以实现居家办公，但是相对于其他城市居家工作者来说，他们所拥有的居家工作空间可能更小。2018年，整个英格兰和威尔士地区的人均住房面积为39.1平方米。其中，非城市居民的人均住房面积为43.6平方米，城市居民人均住房面积则为35.5平方米。但是人均住房面积在城市间还是有明显的差异。如图4所展示的英格兰及威尔士地区来看，东南部地区经济表现好的城市都经历着严重的住房短缺问题。例如布莱顿和牛津（Oxford），以及中部几个城市，例如考文垂（Coventry）和伯明翰（Birmingham）等，其人均住房面积较小。相比之下，住房更便宜的城市人均住房面积也相对较大。例如，伦敦的人均住房面积为33.1平方米，而伯肯黑德（Birkenhead）则为43平方米。在房价更高的城市，由于人们选择住房需要权衡住房成本、工作岗位、交通条件等因素，人们更愿意居住更小的空间以节省开支。但是当大流行病来临，人们需要长时间待在家里时，这就成了一个更大的问题。</span></section><section Development) (Coronavirus) (England) (Amendment) Order 2020）。该法令允许地方政府和卫生服务机构在建造和改建用于应对新冠病毒疫情传播的建筑时无需提交规划申请。其中，允许改建的建筑物包括会展场所和大学建筑，例如伦敦展览中心（ExCel
