border-box;">1949年中华人民共和国成立后，城市规划专业从无到有，取得了长足的进步。</span></strong>其中也包括学习苏联，与波兰、民主德国等国开展学术交往，翻译和介绍苏联、英美等国外城市规划文献等。形势需要，当时普遍重视实践，与政府管理部门联系密切。国际交往的主要代表事件有兰州市规划（任震英主持）与杭州市规划（清华参与），作为中华人民共和国的成就，参加1958年在莫斯科召开的国际建协第五届大会的展览等。我本人当时率领几位清华学生参加保定市规划，在市长郝铁民及规划局帮助下，制定总体规划，以及旧城保护和西区发展规划。保定规划虽经过文革波折，还是得到实施，至今一直得到保定市的肯定。1964年，清华与北京市建工局合作，规划建设左家庄小区，规划由朱自煊与韩守询主持，综合了建筑、规划、基础设施等，提出“先地下，后地上”的基本建设理念，领先全国取得了好的成绩。以上是个人回忆所及，全国也当如是。总的来说，中华人民共和国成立初期对城市规划建设的认识比较简单，任务相对也比较单纯，以服务工业化为主要目标。时任城市建设部部长万里同志指出，城市规划建设面对“四大矛盾”，即重点与一般、整体与个体、目前与长远、主观能力与客观要求的诸多矛盾。这一时期进行的代表性实验项目有建工部的重要任务之一长春第一汽车制造厂的规划建设，以及上海曹杨新村和闵行一条街等地的规划建设。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">与此同时，城市规划建设中也出现了一些消极方面，在当时即有人提出批评。</strong></span>如当时城市建设部提出“反四过”（指标准过高、规模过大、占地过多、求新过急），我就在现场聆听过城市建设部万里部长的相关报告。因此，对于李富春提出的“城市规划三年不搞”，我想主要应该是针对大跃进、人民公社运动造成的不良后果。这一段时期规划也出现了波动，有些人头脑发热，盲目将城市规模做大，使得规划流于空想；有的甚至提出要消灭家庭、取消厨房等等。后来城市商品粮短缺，管理困难，不得不紧急紧缩城市人口。在“浮夸风”下，对发热的规划刹一刹车，是必要的。但是现在看来，李富春提出的绝对时间“三年”，绝对手段“不搞”，贻害很大，影响波及全国，城市规划机构被解散，人员流失，资料丧失，使刚成长起来的城市规划专业骤然停顿，造成城市规划的灾难。批判所及，对当时城市规划全盘否定，在文革中更变本加厉，似一无是处。直到改革开放，城市规划才迎来春天，面临“重建”的局面[1]。</p><p border-box;">改革开放以来，我国社会经济发展水平快速上升，成为全球第二大经济体，与之相伴随的是快速推进城镇化和大规模开展城乡规划建设。</span></strong>城镇化的快速发展，城市规划专业建设发挥了很大的作用，功不可没，城乡面貌也得到了根本性的改变，城乡人居环境取得实质性的改进。2016年全国居民人均住房建筑面积已经达到40.8m2，其中城镇居民人均36.6m2，农村居民人均45.8m2，为到2020年全面建成小康社会的宏伟目标奠定了坚实的基础。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">当然，这一过程中也有问题。在大规模快速城镇化进程中，过大过快、政绩工程、破坏环境等问题时有出现，对城市及其规划的综合性、复杂性的认识不足。<strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">科学、系统研究城市规划建设的科学规律呼声不断高涨。</span></strong>1986年李瑞环在中国城市科学会上的讲话指出，“所谓城市就是以人为主体，以空间环境为基础，以聚集经济为特点的集约人口、集约经济、集约科技文化的空间地域系统，由于这种聚集，使城市出现不同于农村的许多特点。”钱学森倡导系统科学、复杂巨系统，面向城乡建设实践的建筑科学也被列入十一大现代科学门类，对城市规划建设的科学方法提出了新的要求，在哲学方法论上也进入新的境界。</p><p border-box;">我国城镇化与城市发展不同于西方，外国理论不能完全解决中国的特色问题和国情问题。</span></strong>1993年以来，我提倡发展人居环境科学，以有序空间和宜居环境为目标，提出以人为核心，构建人居环境建设原则、层次和系统，面向复杂问题，以复杂问题简单求解的哲学智慧，建立科学共同体、形成共同纲领的技术路线；突破原有专业分割和局限，开展以人居环境为核心的规划设计方法和实践模式探索，为发展适合国情的国家人居战略，建设美好人居环境提供科学支持和支撑。30余年来，清华大学建筑与城市研究所进行了很多从区域到建筑的多层次规划设计实验，探索可能模式，其着眼点是任何理论都要有实践工作来推动或者检验。对京津冀地区区域空间规划长期不懈的研究就是其中的一个典型案例[2]。</p><p border-box;">促进国家治理体系和治理能力现代化、加快形成绿色生产方式和生活方式、推进生态文明建设、建设美丽中国等一系列重大战略与关键举措实践提到了议事日程</span></strong>。相应地，国家对经济社会高质量发展、空间资源资产保护利用、城市规划建设管理等工作的统筹协调，都做出了顶层设计和战略安排。城市是国家文明传承创新和现代化发展的关键地区，也是资源环境保护的关键地区，中央城市工作会议明确，城市工作要把创造优良人居环境作为中心目标，努力把城市建设成为人与人、人与自然和谐共处的美丽家园。<br style="box-sizing: border-box;"  /></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">对城市人居环境建设工作予以足够的关注并提到前所未有的高度，这是一个重大的社会进步。</span></strong>相比之下，我们的理解还不到位，工作还很不足。2018年我作为“改革先锋”参加改革开放40周年大会，又亲耳聆听习近平主席再次强调：“必须坚持以人民为中心，不断实现人民对美好生活的向往”“前进道路上，我们必须始终把人民对美好生活的向往作为我们的奋斗目标。”[3]我更加迫切地感受到，我们需要认真总结中华人民共和国成立70年来的经验教训，提高对城市工作的理论认识，从实现两个百年目标的国家战略高度，深刻把握好规划、建设、保护、管理的科学规律，处理好各方面关系，进一步统筹各部门力量，坚持以人民为中心，将经济社会发展、资源环境保护、城市规划建设管理等一系列重要工作拧成一股绳，持续努力，共同为广大人民提供生产、生活、生态合理组织的有序空间和宜居环境，不断实现人民对美好生活的向往。</p><p border-box;">相应地，我们要更为自觉地大力发展人居科学，为美好人居建设提供科学支撑。</span></strong>面对新的科学发展形势，建议在我国现有13个学科门类基础上，增设“人居科学”为第14个学科门类[4]。我曾经在2013年撰写《明日之人居》一文，展望人居科学发展的未来，认为：</p><p style="margin: 0px;white-space:
