/></p><p style="box-sizing: border-box;">　　然而，<strong>经济和城镇高速发展过程中，优势地区城镇增长必然伴随后发地区局部城镇的收缩。</strong>特别是2008年国际金融危机对珠三角的实体经济造成严重影响，“城镇收缩”这种与传统增长轨迹截然不同的现象更为显著。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　东莞是珠三角地区外向型经济发展的典型，早期依靠来自香港和台湾的外来资本及从内地转移的廉价劳动力，发展“两头在外”的加工贸易成为全球著名的“世界工厂”。</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　然而，<strong>面对金融危机造成巨大的冲击，东莞制造业发展的供给和需求两端同时发生变化</strong>，包括外部市场需求萎缩、人民币不断升值、生产成本增加、人口红利消退等，<strong>高速经济增长的东莞开始出现经济增长下降和人口减少现象。</strong>资料显示，东莞经济从危机前的年均双位数增长跌至2009年的-2.5%，而人<span style="letter-spacing: 0px;box-sizing: border-box;">口从2008年的1300万减至2013年的700多万（联合早报，2013）。</span></p><p style="box-sizing: border-box;"><span style="letter-spacing: 0px;box-sizing: border-box;"><br border-box;">　　收缩城市（Shrinking Cities）的研究较早地引起国外学者的关注，世界范围内人口规模在 10 万人以上的城市中，大约有1/4正处于人口收缩的状态（Oswalt，2006）。那么，作为快速城镇化的珠江三角洲地的“收缩城市”的特征是什么？引起城镇人口收缩的形成机制是什么？</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　基于此，本文分别利用人口普查数据和统计年鉴数据考察珠江三角洲的城镇收缩的空间分布，以东莞茶山为案例进行典型分析，探讨引起的城镇收缩特征以及其形成机制。本文为研究经济快速增长地区的城镇收缩提供良好研究样本，同时为“新常态”下区域和地方政府部门制定城镇可持续发展策略提供依据。</p><p border-box;">　　城镇收缩（City Shrinkage）的理论起源一般从城镇化阶段、产业生命周期、资本积累与循环、区域劳动分工、人口变迁等进行解释（Haase et al., 2014； Martinez-Fernandez et al., 2012）。纵观国内外城镇收缩的研究，可以归纳为三个方面：一是城镇收缩判断标准和指标；二是引起城镇收缩的原因与机制；三是讨论城市规划和政府策略如何应对城镇收缩。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　<strong>人口流失和经济衰退是判断城镇收缩的主要指标。</strong>收缩城市国际研究网络（SCIRN）对“收缩城市”定义为：“一个人口密集、且总量不少于10万的城市，市内大部分区域出现连续2年以上人口规模下降，而且正经历经济变革及结构性调整危机等问题（Wiechmann et al., 2012；Hollander et al., 2009）；Martinez-Fernandez等（2012）扩展了收缩城市的研究尺度——包括整个城市、城市局部地区、整个都市区或者一个城镇；Oswalt 和Rieniets（2006）对城镇收缩界定进行了量化：“城镇暂时或永久失去了大量的居民，人口流失数量占总人口至少10% 或年均人口流失率大于1%”。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　<strong>城镇收缩的原因和机制</strong>是国内外学者讨论的热点，主流解释有三个方向：</p><p style="box-sizing: border-box;">　　（1）全球生产系统重构伴随的去工业化和郊区化过程所造成的城镇收缩，城镇难以找到国际经济竞争中位置所引发的经济和人口衰退，如曼彻斯特、利物浦、底特律等（Oswalt &Rieniets，2006；Beauregard，2011；Pallagst & Wiechmann，2012；Martinez-Fernandez et al., 2012；杨东峰、殷成志，2013；李翔、陈可石等，2015）；</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　（2）政治剧变、自然灾害、国家战争、种族争端等造成的原有城镇遭受破坏，政治和经济体制的结构性转变引起大批城镇人口移民流出，如莱比锡、伊万诺沃、新奥尔良、斯特拉瓦等（Mykhnenko & Turok，2008；Rieniets，2009；Rumpel et al., 2013）；</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　（3）人口结构自然变动过程中出现的城市收缩现象，由于人口自然出生率的下降所带来的老龄化问题以及人口向大城市迁移引发的城镇人口收缩，典型案例如：大阪、北海道、阿维尼翁等（Yasuyuki Fujii，2013；Richardson & Nam，2014； Cunningham-Sabot & Fol，2009）。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　<strong>城镇的规划实施和管理措施也逐步地从增长主义的主流价值观转变至收缩复兴策略中。</strong>Wiechmann和Pallagst（2012）比较德国和美国城市的人口和经济的增长与收缩，划分城市增长极、转型地区、城市引力中心、衰退地区等四种不同模式的本地策略。</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　“精明收缩”（Popper &Popper，2012；黄鹤，2011）、“穿孔城市”（Lütke-Daldrup，2004；巴斯钦·兰格，许玫，2012）等概念的提出是城镇发展中人口收缩和经济下滑所采取规划应对。另外，拆除废弃房屋、提供开敞空间和娱乐区域、复兴住房市场等是恢复城市活力和吸引人口的策略和举措（Martinez-Fernandez et al., 2012）。</p><p border-box;">　　珠三角地区城镇收缩空间分布包括两个层次研究对象：区县层面的以珠三角104个城镇为研究单元（中山市和东莞市不设区县，以镇街来替代）；镇街层面以珠江三角洲595个城镇为研究单元，由于部分地市进行了行政区划调整，本文根据2010年595个镇街单元的行政区划边界对2000年689个镇街常住人口数据进行修正和匹配。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;"><strong style="box-sizing: border-box;">（2）度量指标</strong></p><p style="box-sizing: border-box;">　　珠江三角洲与欧美发展国家处于不同的城镇发展阶段，对于收缩城镇的标准应当有所区别。本文以城镇人口来定义珠江三角洲地区城镇收缩：一段时期（5年以上）人口年均增长率出现负值的城镇。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　综合考虑国内外城镇人口收缩的划分指标（Wiechmann &Pallagst，2012；Buhnik &Sophie，2012）以及珠三角人口变化情况，将人口年均增长率（R）划分成为四类：快速增长（R＞5%）、增长（0%＜R＜5%）、收缩（-2%＜R＜0%）、显著收缩（R＜-2%）。</p><p border-box;">　　而且，<strong>作为经济主导的制造业首当其冲地受到影响</strong>，茶山的第二产业增速从32.45%（2006年）下降至16.82%（2014年），商务办提供资料中有134家外资企业出现“关停并转”，超过2/3为纺织、电子、玩具等劳动密集型企业。与此同时，服务业是茶山产业转型主要方向，却没有得到预期的快速发展，近五年第三产业GDP增长率仅为4.83%。</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　由此可见，产业结构中制造业依然是茶山城镇的主要推动力，也是本文产业需求变化研究的重点，若制造业发展需求与人口供给不均衡，将出现城镇收缩现象。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　<strong>人口方面，近十年来茶山镇常住人口增速持续放缓，甚至在2014年出现-0.06%的负增长。</strong>通过对常住人口结构的分解，发现常住人口的增量主要来自户籍人口的贡献，而外来人口的总量却不断萎缩。统计办数据显示（图6），茶山镇的外来人口增长率严重下滑，从1.70%（2006年）降至-0.35%（2014年），并且2011年和2014年出现两次负增长。而且，外来人口的流出与经济增速的放缓存在时间先后契合，说明茶山的城镇收缩是经济放缓和人口减少共同导致的。</p><p style="box-sizing: border-box;">　　<strong>随全球化进程的深入，茶山镇的产业结构向以服务业为主的后工业化发展阶段转变，在这过程中必然伴随着产业人口结构性失业与外流。</strong>统计局数据显示，茶山镇第三产业的GDP比重和从业人口比重分别从2008年的39.76%和30.42%上升至2014年的45.05%和45.65%。</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　在第三产业逐步成为吸纳就业的主要领域的同时，传统的劳动密集型制造企业出现关闭和外迁，造成大量劳动力人口的失业和流出。金融危机后茶山镇商贸办登记倒闭和迁出有69家，影响产业人口就业数量达4300多人。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　<strong>针对制造业企业用工荒问题，广东省和东莞市政府分布出台“机器换人项目”、“产业结构调整专项资金”等措施支持传统制造业的技术改造。</strong>自动化生产设备的投入能够带来企业生产效率和产品质量的提升，同时减轻企业将对劳动力人口的依赖，经贸办资料表明2014年茶山镇已有22家企业东莞申请机器换人项目。然而，通过自动化生产机器替代产业工人将导致就业岗位的减少，外来人口的失业与流出更为显著，将加剧茶山城镇人口的收缩。</p><p border-box;">　　<strong>从供给端的劳动力结构来看</strong>，引起茶山城镇收缩有三类反应机制：一是劳动力老龄化、低学历与产业高端化进程存在矛盾，二是新生代劳动力的供给总量和就业行为与企业需求不适应，三是政策与制度保障对劳动力人口拉力作用不足。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　<strong>首先，外来人口是茶山镇劳动力人口的主要组成，劳动力供给结构的老龄化、低学历特征明显。</strong>茶山镇人力资源局用工备案登记中，46岁以上老年劳动力比重近7年来从3.47%上升至6.19%，而初中及以下低学历层次劳动力依然是主体，所占比例达72.13%，为此，劳动密集型在招工时不得不放宽对产业工人的年龄要求。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　<span style="color: rgb(178, 178, border-box;">　　第一代农民工的老龄化，其生产技能和知识体系已经不能适应现阶段的产业发展需求，大多会选择<strong>回流和迁出</strong>。而选择留下来的老年劳动力人口，仍然从事低端的加工制造行业，<strong>与东莞制造业高端化的发展目标存在明显的不匹配</strong>。另外，技术研发和现代化管理方面的人才缺失，制约传统制造业的转型升级，结构性失业问题加剧。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　<strong>其次，</strong><strong>新生代劳动力的供给数量和就业行为与企业用人要求矛盾，加大了外来人口流出的可能性。</strong>随着刘易斯拐点的到来，农村的劳动人口大规模向城市流动的动力逐渐消失，新生代劳动年龄人口的供给量减少，用工备案资料显示近7年以来茶山镇低龄段（16-24岁）的外来从业人口比例下降了10个百分点。而且，新生代劳动力在就业选择上更偏向于较轻松的服务性行业，就业的不稳定性将不能实现劳动力人口的替代与更新。</p><p border-box;">　　<strong>其三，基本公共服务保障与入户政策对外来人口的吸引力不足，政策制度对人口的拉力作用不明显。</strong>目前，茶山镇外来人口与户籍人口可享受基本公共服务有较大的差异，其中28.5%的项目为户籍人口独享，外来劳动人口“半市民化”的状况没有得到扭转。通过对茶山镇百顺纸业、康达玩具和世擎电子企业等产业员工访谈，子女入学是外来劳动力人口是否留莞的重要因素。</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　而新莞人局积分入学统计显示，近三年茶山镇学位数供给与申请积分入学需求缺口不断增大，2014年近21.5%的申请者不能实现积分入学，仅15.3%愿意通过积分入户实现子女入学，劳动力人口长期留在茶山的意愿不强。</p><p border-box;">　　并且，<strong>与国际收缩城市经验类似，不仅位于外圈层地区出现城镇收缩，广州、深圳、东莞等城市中心区同样存在收缩现象。</strong>快速城镇化的珠三角区域所出现的城镇收缩并不是个案，这种收缩现象是否为经济转型阶段的短期形态，尚待进一步研究探讨。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　从空间分布来看，珠江三角洲核心区内的城镇以局部收缩为主，而外圈层范围的城镇收缩则相对集中，并形成以惠州市宝口镇和高潭镇、肇庆市的地豆镇和罗源镇、以及江门市百合镇、蚬冈镇和赤水镇为核心的三大城镇人口收缩的集聚区域。综合人口普查数据和统计年鉴数据的分析，莞城街道、茶山镇和台山市是珠三角地区典型的人口收缩城镇，而其中茶山镇是具有代表性的珠三角外向型经济产业城镇。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="box-sizing: border-box;">　　通过劳动力供给和产业需求的角度构建城镇收缩分析框架，发现经济增速持续放缓、外来人口总量减少为东莞市茶山镇主要特征，所伴随出租屋空置、房价租金下降等欧美国家城市收缩的标志性特征也同样出现在珠三角地区。</p><p style="box-sizing: border-box;"><br  /></p><p style="box-sizing: border-box;">　　同时，珠三角是否存在整体资源重新分配，外围地区的人口增长受到核心区制约？与中心城区的莞城街道、外圈层地区的台山市相比，茶山镇与它们的收缩特征有何异同？需要后续研究不断深化。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p
