border-box;">具体来说，CBDC未成功创造出预期的工作岗位数量，且因后期住宅的大量建设挤占了办公、旅游空间，使得相关岗位数减少。住宅建设方面，海湾区更新虽在早期完成了31%的可支付住宅比例，超过更新策略的规定，但1996年之后的居住建筑开发多以“高尚”住宅为主，开发商则尽量压低经济适用房比例，或一味提高建筑密度而忽视设计质量，造成可支付住宅比例降低到14%、配套设施不足、缺乏邻里感等问题，反而加重了海湾区内的居住隔离和社会隔离；高价住宅的过度开发造成房价上扬、空置率居高不下，这也成为区域未来发展的一大隐患。</p><p
