border-box;">“城市要发展，特色不能丢”，这是城市规划前辈任震英先生1980年发表在《建筑师》杂志上的一篇文章，他提出的“不要千城一面”的理念被人们所普遍认同并引发广泛讨论。虽然三十多年来对这一专题的研究与实践从来没有停止过，然而中国城市依旧在逐渐失去其特色：<strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">一些城市生态环境和标志性景观被破坏；城市历史建筑及其环境面目全非；城市中“孪生建筑”、“兵营式城区”不断出现，城市面貌趋同、乱象频发的势头似乎也难以控制</span></strong>。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">针对上述问题，2014—2017年间中央及住房和城乡建设部召开了数次工作会和座谈会，多次提出要加强城市设计，提倡“生态修复、城市修补”、“精细化管理”和“构建有效的城市治理体系”等等一系列战略措施，并指出要以“钉子精神抓好贯彻落实”。住房城乡建设部在出台一系列城市设计管理办法之后，2017年陆续公布了两批城市设计试点城市，布置工作重点并及时跟踪巡查，严格落实。这些举措对于促进和探索中国特色的城市设计无疑有着积极的意义。</p><p border-box;">然而，从“战略措施”到“贯彻落实”，之间有一个不可或缺的关键环节——<strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">城市设计成果的科学性及其法定地位</span></strong>。</p><p border-box;">城市设计学科以城市物质空间和人的行为规律为研究对象，有严谨的学科假设和基础理论。<strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">中国特色的城市设计分总体城市设计和重点地区城市设计两个层次，共同构成了一个连续的塑造城市空间和景观的导控体系。在正确城市设计理念指导下的设计方案及其实施机制是塑造特色和宜居城市的科学依据。</span></strong></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">虽然城市设计思想在中国“古已有之”①，但是当下“城市设计”的概念却是一个舶来品。它于1980年代中期由西方引入，其目的是将城市设计作为城市建设活动的依据和工具，以适应中国社会环境从计划经济到市场经济的转变，加强城市特色、提升城市空间质量。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">然而<strong style="box-sizing: border-box;"><span border-box;">2011年国务院学位委员会和教育部公布的新学科中，城市设计由原来的一个学科方向变为二级学科，并隶属于建筑学一级学科目录之下②。这一重大调整，为中国城市设计学科开辟了一块独立的生存与发展空间，为城市设计学科界定的讨论打下了良好的理论基础。相信这一变化将会促进中国城市设计专业教育的长足进步，而且城市设计人才培养的重心将向建筑学学科偏移。</p><p border-box;">又由于中国城市设计长期不在法定规划的“体制内”，导致当下城市设计行业仍处于“三无”状态：<strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">成果无地位、运作无规则、设计无队伍</span></strong>③。虽然各地方政府将大量的时间和财力用在了举办城市设计国际咨询或委托国际著名公司承担城市设计项目上，探索并试图解决城市建设中的城市设计问题，但是由于城市设计成果难以直接“落地”，一些成果被“束之高阁”或被“衰减实施”。这业已成为影响塑造特色城市和建设宜居城市的关键问题。</p><p border-box;">造成上述现象的根本原因是中国现行的控制性详细规划与城市设计的关系问题一直没有得到理清</span></strong>。由于在空间层面上两者实际上做的事情“大体相当”(见注1)，笔者认为这个问题是城市设计学科在中国落地的大是大非问题。因此本文以重点地区城市设计为对象，开展对这一问题的讨论。</p><p style="white-space: normal;margin: border-box;">在城市设计概念的影响下，以上海市城市规划院为先导，全国各地的规划师们纷纷借鉴美国的区划技术和城市设计的弹性实施策略，以适应城市开发中土地出让管理为核心，在原有详细规划基础上，开始做了针对适应市场经济开发的探索和实践，初步形成了一套控制性详细规划的成果范本，引起全国各地的规划设计院学习。</p><p style="white-space: normal;margin: border-box;">《建设用地规划许可证》</span></strong>的规划设计条件”。并先后在城市重点地段开展城市设计国际咨询活动，完成了一些在国内有影响的城市设计项目，如《深圳特区整体城市设计》、《中心区城市设计国际咨询》、《福田中心区22/23-1街区城市设计》等项目并取得了成功。其中《福田中心区22/23-1街区城市设计》是委托国外某设计公司承担的。城市设计对原规划地块进行了结构调整和指标重新分配，除了用地控制之外，重点对公共空间，街墙，退线，塔楼的位置、形式、高度等形态元素编制了设计导则，是当时实施度最高的城市设计项目，对后来城市设计项目的实施与管理影响非常大(图9)。</p><p 0px;box-sizing: border-box;">但是，单独编制的城市设计项目由于“非法定”的缘故，城市设计成果必须“转译”后与法定的控制性详细规划“绑定”才能实施。<strong style="box-sizing: border-box;"><span style="color: rgb(139, 0, 0);box-sizing: border-box;">在城市设计成果转译的过程中，城市设计概念和意图都有不同程度的衰减。</span></strong>其直接原因是在文件中留给城市设计的文字空间不足，无法保证“设计城市”的理念对下一层次设计产品的直接导控。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing:
