box-sizing: border-box;">2014年2月26日，习近平总书记于北京听取了京津冀协同发展专题汇报，提出将北京建设为政治中心、文化中心、国际交往中心与科技创新中心。随后，2015年4月发布的《京津冀协同发展规划纲要》(后文简称《纲要》)进一步明确了北京功能定位，并提出了疏解北京非首都功能这一重要举措。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">近些年来，许多区域经济领域的学者对治理首都大城市病、疏解北京非首都功能提出了不同见解，大部分研究的重点集中在首都功能与非首都功能的定位，非首都功能的疏解方式、来源和去向等方面。这些研究提出了一些可操作性较强的政策建议，但对于首都功能和北京核心功能是否存在区别这一问题，要么完全不讨论，要么直截了当地默认首都功能就等同于北京核心功能。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">但事实上，<span style="color: rgb(255, 111, 29); box-sizing: border-box;">首都功能与北京功能存在着本质区别</span>，在讨论疏解北京非首都功能和京津冀协同发展问题之前，必须对这两个概念作出明确区分。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">所谓“首都功能”，与首都属性紧密联系，突出的是首都与非首都城市之间的区别，具体而言，包括国家形象属性和中央政府所赋予的高级别政治地位属性[1]，对应国际交往功能和政治中心功能。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">所谓“北京核心功能”，则是指北京作为一个特大城市赖以发展的主要源动力，应当与北京所具备的比较优势和现有的主导产业紧密结合，对应《纲要》内容即文化中心功能和科技创新功能。</p><p style="white-space: normal; box-sizing: border-box;">首先需要明确的是，任何一个城市，尤其是类似北京、上海这样的超大城市，都必须具备相对完整的城市功能体系，这种完整和稳定的功能结构一方面支撑着城市的正常运转，另一方面也确保了城市居民的生产、生活活动不会受到影响。并且，随着城市规模的不断扩大，其具备的功能也将更加复杂和多样化。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><span style="color: rgb(255, 111, 29); box-sizing: border-box;">城市是工业化的产物，因此城市功能与其发展的产业密切相关。</span>按照霍伊特(Hoyt，1939)提出的城市经济基础理论来划分，一个城市的全部经济活动可以划分为基础产业部门和非基础产业部门两类：基础产业部门是推动城市发展的动力之源，其产品主要服务于其他区域；而非基础产业部门主要满足的是本地区人口的生产和生活需求[3]。<span style="letter-spacing: 0px; box-sizing: border-box;">因此，<span style="letter-spacing: 0px; color: rgb(255, 111, 29); box-sizing: border-box;">基础产业部门往往构成了一个城市的核心功能，非基础产业部门主要包括生产性服务业和生活性服务业，是核心功能正常发挥作用的后盾与保障</span>。</span></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">根据德国学者布洛特福格尔(Blotevogel，1998)提出的都市区功能算法，可以计算出北京哪些产业的发展规模超过了其需要满足的人口数量规模，进而比较这些产业的集聚是否与首都功能定位相吻合[4]。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">具体的计算方法是用城市中某行业的就业人口数量，减去该城市人口规模与该行业全国平均就业率的乘积，这样就排除了该行业作为非基础产业服务于本地区人口的部分。如果相减得到的结果大于零，则意味着这一行业具备基础性行业的特征，相较于全国平均水平集聚程度更高[5]。用公式表示如下：</p></section></section></section><section class="Powered-by-XIUMI V5" style="   box-sizing: border-box; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">对于城市功能的界定，本文在参考肖周燕(2015)划分标准的基础上做了些许调整[6]，将统计年鉴中涉及的20个行业划分为8大功能，其中直接保留农林牧渔业，交通运输仓储，文化、体育与娱乐业；合并采矿业，制造业，水电热燃的生产和供应业，建筑业为工业经济功能；合并批发和零售，住宿和餐饮业，居民服务、修理和其他服务业为服务业经济功能；将金融业，房地产业，租赁和商务服务业归类为商贸功能；信息传输、软件和信息技术服务业，科学研究和技术服务业，教育归类为科技创新功能；最后将公共管理、社会保障和社会组织，卫生和社会工作，水利、环境和公共设施管理业统称为行政功能。</p><p style="white-space: normal; box-sizing: border-box;">京津冀协同发展战略的提出、疏解北京非首都功能策略的制定都是从中央层面提出的，针对的是北京、天津、河北三个省级行政区的问题，放眼的是国家整体发展的视角，<span style="color: rgb(255, 111, 29); box-sizing: border-box;">因此疏解北京功能不能单单从有利于北京治理大城市病的角度来看，更要从推进京津联动、带动河北发展和解决三地之间经济实力严重不平衡的层面出发。</span></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">《纲要》对京津冀区域的整体定位有四个方面：一是以首都为核心的世界级城市群，二是区域整体协同发展改革引领区，三是全国创新驱动经济增长新引擎，四是生态修复环境改善示范区[7]。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">之所以提出建设世界级城市群，首先是因为<span style="color: rgb(255, 111, 29); box-sizing: border-box;">中国已经进入经济发展“新常态”，长三角、珠三角两大城市群增长势头开始放缓，而北京作为首都具备发展为世界级城市的基础和条件</span>，其次就是考虑到京津冀三地联系较为密切，各自的优势和特色又相对突出，通过中央层面的调节和引导能够实现北京过度聚集的城市功能向周边疏解，从而促进三地的协同、健康、可持续发展。</p></section></section></section></section></section></section></section></section></section></section></section></section><section class="Powered-by-XIUMI V5" style="   box-sizing: border-box; box-sizing: border-box;">从河北省的现状来看，只要能够结合地方特色，有条件和平台承接转移，那么每种功能都具备发展的空间和潜力。此外，考虑到北京、天津与河北的经济发展程度存在阶梯式断层结构，区域内部差距较大，因而现阶段产业梯度转移的模式比较适合京津冀地区的发展。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">最后，尽管目前天津和河北省的都市区功能发展程度不足，但地理位置、资源条件、生态环境等地方比较优势依然存在，因此各地功能定位能够在未来发展过程中发挥指导作用，保证资源向优势产业集中并不断激发地方经济活力。<br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">但是，疏解非核心功能并不能完全解决问题，也就是说，<span style="color: rgb(255, 111, 29); box-sizing: border-box;">单纯疏解北京非核心功能只是疏解北京非首都功能的一部分而非全部内容。</span></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">一方面，按照目前的首都核心功能划分方法，除了政治中心、文化中心、国际交往中心和科技创新中心以外的城市功能都是北京非核心功能。但这些非核心功能中很大一部分是城市基础性产业，是促进城市经济增长和居民生活水平提高的源动力，如果将这部分非核心功能全部迁出北京，那么所引发的后果将是非常严重的。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">另一方面，即使是与非基础性产业相对应的城市功能也不能完全被疏解，因为本地区居民的生产、生活都需要建立在相对完整的辅助型功能体系之上，这些功能不但体现着城市的品质和承载力，更影响着城市的安全与稳定[8]。</p><p style="white-space: normal; box-sizing: border-box;">从首都层面来讲，政治中心功能和国际交往功能是首都属性自然附带的功能，不具备疏解条件；从北京层面来讲，疏解功能的意义主要体现在治理大城市病的同时重新整合布局产业链资源，也就是“拔高”现有产业的内涵，力争取得“一石二鸟”的效果。从这个层面来讲，现有北京功能中与首都功能存在矛盾并妨碍首都功能正常发挥作用的功能，不论是核心或非核心功能，都应该适当疏解①。换句话说，<span style="color: rgb(255, 111, 29); box-sizing: border-box;">非首都功能的内涵不局限于北京非核心功能，还包括与首都功能定位相冲突的部分文化功能和科技创新功能(图2)。</span></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">目前，考虑到北京作为首都具备的比较优势和存在的大城市病问题，提出建设政治中心、国际交往中心、科技创新中心和文化中心是符合现状与发展要求的，但这一核心功能定位的提出并不意味着科技创新功能和文化功能只能在首都范围内发展，更不等同于其余非核心功能应该全部被疏解到其他地区。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">相反，<span style="color: rgb(255, 111, 29); box-sizing: border-box;">只有在相关非核心功能的辅助下核心功能才能最大程度发挥其作用</span>；只有有选择地将一部核心功能分散到其他地区，才能在京津冀甚至是全国范围内建立紧密联系的垂直功能系统，从而强化北京作为首都的主导地位，同时带动相对落后区域的产业建设和经济发展。从这个角度来说，在保留产业链中“高、精、尖”部分的前提下，疏解北京核心功能不但具有其可行性，更具有其必然性。</p><p style="white-space: normal; box-sizing: border-box;">若要促进京津冀协同发展，首先高度一致的文化底蕴和精神文明不可或缺，在此基础上不同地区间可发展各具特色的文化产业，丰富优秀传统文化的内涵和多样性。</span>通过搭建文化人才联合培养工程，可以充分发掘京津冀文化的内在联系，提升区域内部文化归属感和认同感。此外，河北省的邯郸、邢台、衡水、沧州等地历史积淀深厚、文化内涵博大精深，却一直没有得到应有的传承和发展，究其原因是政府资金支持、基础设施建设和人才配套体系没有跟上，因此京津两地应适当向河北疏解这部分生产要素，推进河北南部构建历史文化旅游产业集聚区，增强京津冀地区整体文化竞争力。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><strong style="box-sizing: border-box;">现代文化层面</strong>，考虑到新兴文化产业的特殊性，北京市可以充分利用其发达的信息技术产业，通过与津冀两地对接产品研发、推广平台促进信息扩散和人才交流。<span style="color: rgb(255, 111, 29); box-sizing: border-box;">京津冀三地政府需要积极参与到文化协同发展和部分产业疏解过程中，将创意人员、公共基础设施、资金来源和社会力量联系起来，整合文化产业链资源，促进相对落后区域因地制宜、有条不紊地发展文化产业。</span>2006年到2010年间，北京市已经先后认证30个市级文化创意产业集聚区[9]，但其中个别产业集聚区明显不符合北京当前的功能定位，比如大红门服装服饰创意产业集聚区和北京出版发行物流中心，这一类文化功能应当随批发、仓储、物流等功能一同疏解到其他区域。</p></section></section></section></section><section class="" style="width: 0px; box-sizing: border-box;">北京科技创新功能的疏解重点应该是面向市场的技术开发类、以技术咨询服务为主的社会公益类，以及与北京产业发展定位不相吻合的基础类科研功能</span>，如钢铁研究院、农业科学院等。需要保留和强化的是作为国家科技创新发展体系重要支撑的国家级研究基地、重点实验室和工程研究中心等核心科研功能[12]。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><strong style="box-sizing: border-box;">其次，加快落实产业链资源整合及重组。</strong>京津冀三地在科技创新产业链中各有所长，能够充分实现互补，发展成为区域创新体系的可行性很高。国内外案例诸如现有的中关村的一区十六园，韩国大德科学城的成功实践都证明了科技创新功能的转移一方面不会有损于中心城市的创新能力，另一方面能够带动地方经济的蓬勃发展。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;">目前河北已建成诸多高科技产业园区如曹妃甸新兴产业园、唐山高新技术园区、石家庄众创空间高科技产业园等，但存在与北京的创新过程结合不够紧密的问题，对协同创新过程发挥积极作用造成了阻碍。<span style="color: rgb(255, 111, 29); box-sizing: border-box;">天津、河北等地若能加快基础设施建设、提升产业承接平台和高科技成果转化能力，相信很快也能够在创新驱动型经济中分一杯羹。</span></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><strong style="box-sizing: border-box;">最后，从教育入手完善京津冀协同创新基础结构。</strong>教育不仅仅是民生，更是最重要的科技创新之源，日本的筑波、韩国的大德，无一不是通过构建科教新城，将科技创新功能转移到首都外围带动区域协同发展。<span style="color: rgb(255, 111, 29); box-sizing: border-box;">疏解教育功能的原则是在北京市范围内优化存量、限制增量、部分疏解，在津冀两地提升教学质量、加强产学研联系。</span>北京应鼓励优质中小学、高等学校在北京郊区、天津和河北增设分校区，转移搬迁为一般性制造业等拟外迁产业培养人才的职业院校，从而促进京津冀范围内的教育资源分布相对均衡。</p></section></section></section></section><section class="" style="width: 0px; padding-right: 3px; padding-left: 3px; box-sizing: border-box;"><p style="white-space: normal; box-sizing: border-box;"><strong style="box-sizing: border-box;">首先，“精准定位”的意义旨在于目前功能定位的基础上，采用科学的衡量方式明确界定需要疏解的具体对象。</strong>当前的专业化发展已经由分行业的专业化转向了行业内，甚至是产业链各部分的专业化，因此根据产业或功能等单一指标划分疏解对象的方式不可取。例如同属批发零售业，动批、大红门等以经营低质量商品为主、大量集聚外来人口的商场理应搬迁整改，但类似王府井、西单等管理规范、运营有序的购物广场不但不会影响北京的风貌，还能为广大市民的休闲娱乐生活提供适宜的场所。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><strong style="box-sizing: border-box;">其次，“多管齐下”是指针对不同情况采用多种方式达到疏解首都功能的效果。</strong>坚决关停重污染、重能耗的企业，搬迁劳动密集型、产业结构不合理、处于衰退期的企业，对不可或缺的非基础性产业部门进行转型升级，促进区域内文化产业和科技创新产业的交流与合作。<span style="color: rgb(255, 111, 29); box-sizing: border-box;">疏解北京功能是一个复杂而庞大的过程，《纲要》中要求采用“市场主导，政府引导”的措施逐步实现三地协同发展，因此大多数情况下需要通过市场化的手段增加成本，倒逼不符合要求的产业部门退出。</span></p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><strong style="box-sizing: border-box;">最后，“协同疏解”不仅是指京津冀三地在疏解过程中的相互配合，也意指疏解过程中首都核心功能与非核心功能的相互配合。</strong>核心功能与非核心功能本是人为界定，其意义只限于划定发展的大方向，涉及到具体的疏解工作时务必要注重各种功能的配合和完整城市体系的构建。</p><p style="white-space: normal; box-sizing: border-box;"><br style="box-sizing: border-box;"  /></p><p style="white-space: normal; box-sizing: border-box;"><span style="color: rgb(255, 111, 29); box-sizing: border-box;">对于首都北京，应该争取做到“大而不散”，突出几项核心功能的同时保障城市健康可持续发展</span>；对于次中心天津，应该在现有制造业和科创优势基础上，与北京联动形成科研成果转化链条；对于河北省各市，应该在完善基础设施建设、确保居民基本生活质量达到一定水平的前提下，对接北京的功能疏解平台，结合地方特色发展经济；此外，<span style="color: rgb(255, 111, 29);
